Filing 67 FINDINGS OF FACT AND CONCLUSIONS OF LAW. For the reasons stated in this Order, PRID's claims in this action are dismissed for lack of subject matter jurisdiction. With respect to the United States counterclaim and cross-claim, I direct that judg ment be entered in favor of the United States and against PRID and the cross-claim defendants.
