Rule 8 requires a short and plain statement of your claims. Your discussion of the three branches of government, separation of powers, etc. is not relevant. You might be claiming discrimination based on race in violation of Title VII. The Court suggests that you contact the local legal aid office in your area to see if you might be able to get some legal assistance. This motion seems to request injunctive relief concerning actions that defendants have taken with respect to plaintiff's contractor's license due to their having received complaints from homeowners alleging poor construction and failure to comply with Code requirements. The motion does not attempt to indicate satisfaction of the requirements for obtaining a preliminary injunction (likelihood of success on the merits, irreparable harm, balance of the harms, public interest). Moreover, there is no indication that the defendants (plaintiff has named 27 of them) have been served with a summons and complaint, or with the motion.
