MINUTE ORDER: Before the Court is Plaintiff's pro se complaint, in which he asserts several claims under 42 U.S.C. 1982-83 related to his arrest, pretrial detention, and court proceedings, against various government officials associated with the Sheriff's office, the jail, and the courts located in El Paso County, Colorado, as well as those entities themselves. From the allegations in his complaint, it appears that all parties in this case reside in Colorado and that all events giving rise to Plaintiff's complaint occurred in Colorado. See ECF No. 1 at 1-20. Plaintiff does not allege that any party resides in the District of Columbia or that any of the events giving rise to his complaint occurred in the District of Columbia. Thus, the Court finds that venue is improper in this district. See Bullock v. WMATA, 943 F. Supp. 2d 52, 56-57 (D.D.C. 2013) (noting that venue for a claim under 42 U.S.C. 1983 is governed by 28 U.S.C. 1391); Robert G. Schwemm, Housing Discrimination Law & Litig. 31:1, n.22 & accompanying text (July 2021 update) (noting that venue for "all privately initiated claims" under 42 U.S.C. 1982 is governed by 28 U.S.C. 1391); 28 U.S.C. 1391(b). A district court presiding over "a case laying venue in the wrong division or district" may "in the interest of justice" transfer the case to any district "in which it could have been brought." 28 U.S.C. 1406(a). Transfers are generally favored over dismissals to "preserv[e] a petitioner's ability to obtain review." Nat'l Wildlife Fed'n v. Browner, 237 F.3d 670, 674 (D.C. Cir. 2001). This is especially true in pro se cases. See James v. Verizon Servs. Corp., 639 F. Supp. 2d 9, 15 (D.D.C. 2009). Accordingly, in the Court's discretion pursuant to 28 U.S.C. 1406(a), it is hereby ORDERED that the case is TRANSFERRED to the District of Colorado. See, e.g., Minute Order of February 8, 2022, Okereke v. Allied Universal Sec. Inc., No. 21-cv-643 (TJK) (D.D.C. Feb. 8, 2022); Jenkins v. ONeil, No. 22-cv-3085 (SAC), 2022 U.S. Dist.
