It is ORDERED that the #1 Prisoner Complaint and this action are DISMISSED WITHOUT PREJUDICE for lack of subject matter jurisdiction, and, alternatively, for Mr. Zimmer's failure to cure a filing deficiency. It is FURTHER ORDERED that Mr. Zimmer is prohibited from filing any civil action in this Court without representation of an attorney licensed to practice in the United States District Court for the District of Colorado unless he first obtains permission from the Court to do so by complying with the directives set forth in this order.
