ORDER DENYING WITHOUT PREJUDICE #29 Plaintiff's Renewed Motion for Leave to Restrict by Magistrate Judge Susan Prose on 3/27/26. Before the court is Plaintiff's Renewed Motion to Restrict Access to Declaration of Tracey Lamers, ECF No. 29. The court finds that the Motion has cured two of the three deficiencies identified in the court's prior Order, ECF No. 28: Plaintiff now addresses the presumption of public access to judicial records and explains why redaction is not practicable. However, the Motion still does not comply with the conferral requirement of D.C.COLO.LCivR 7.1(a). Plaintiff states that he did not confer with Defendants due to "time constraints," but Defendants' counsel entered appearances on March 16, 2026, more than one week before the Motion was filed, and were available for conferral. Although Plaintiff is proceeding pro se, he is nonetheless obligated to comply with the court's local rules, including the conferral requirement. See Hendrix v. Employers Reinsurance Corp., 26 F. App'x 873, 874 (10th Cir. 2002). Accordingly, Plaintiff's Renewed Motion is DENIED WITHOUT PREJUDICE. Plaintiff may file a second renewed motion that includes a certificate of conferral, or a legally sufficient explanation for why conferral was not possible, on or before 4/1/26.
