April 13, 2026 Opinion or Order Filing 6 ORDER re: #2 Plaintiffs' Noticed Emergency Motion for Temporary Restraining Order and Preliminary Injunction. To the extent plaintiffs seek issuance of a temporary restraining order without notice to the defendants and an opportunity for them to be heard, that request is denied. I will treat the motion as a motion for a preliminary injunction pursuant to Federal Rule of Civil Procedure 65(a). Plaintiffs must serve each defendant with (1) a summons; (2) a copy of the #1 Complaint; (3) a copy of #2 Plaintiffs' Noticed Emergency Motion for Temporary Restraining Order and Preliminary Injunction; and (4) a copy of this Order in accordance with the requirements of Federal Rule of Civil Procedure 4, and they must promptly file proof of such service in accordance with Federal Rule of Civil Procedure 4(l)(1). The defendants must respond to the motion within two weeks of service of the above documents, and plaintiffs may file a reply in support of the motion within one week of service of the responses.
