ORDER Denying Class Certification, Denying Permissive Joinder, and Dismissing Plaintiffs Other than Plaintiff Cary. It is ORDERED that the Court DENIES Plaintiffs' request to certify a class action. It is FURTHER ORDERED that the Court DENIES joinder in this action, dismisses without prejudice all Plaintiffs except Plaintiff Arnold A. Cary, and allows the dismissed Plaintiffs to initiate separate actions if they choose. It is FURTHER ORDERED that the Prisoner Motion for Appointment of Counsel (ECF No. #2 ) is DENIED without prejudice as premature because this action is initial review, by Judge Lewis T.
