Filing 24 PRISCS - RULING AND ORDER granting 22 Motion to Reopen Case; denying 23 Motion for Preliminary Injunction. The Clerk is directed to docket the amended complaint attached to the motion. The claims in the amended complaint against defendants Lant z, Roberts, Eurasin are deemed WITHDRAWN. The claims against defendants State of CT, Correctional Managed Health Care, Gomez, and Ruiz are DISMISSED. The Pro Se Prisoner Litigation Office shall prepare the documents required for official capacity se rvice of the complaint on defendant Portalatin and deliver them to the U.S. Marshal Service. The Pro Se office shall mail waiver of service of process request packets to defendant Portalatin in his individual capacity at his or her current work addre ss. The Pro Se Office shall send a courtesy copy of the complaint and this ruling and order to the Ct Attorney General and the Dept of Correction Legal Affairs Unit. The Pro Se Office shall send a written notice to the plaintiff of the status of this action, along with a copy of this order. Answer due within 70 days.
