Filing 329 RULING: granting 198 Motion for Summary Judgment; granting in part and denying in part 201 Motion for Summary Judgment. Fratta and Marotta's Motion for Summary Judgment is GRANTED. Stankye's Motion for Summary Judgment is GRANTED IN PART AND DENIED IN PART. Specifically, it is granted with respect to Shakir's federal conspiracy claim, his Fourteenth Amendment procedural and substantive due process claims, his Fourth Amendment unlawful seizure claim, his Eighth Amendment cl aim, and his claim for declaratory relief.
