My ruling concerns jurisdiction only and does not constitute a finding that plaintiff was not subject to the mistreatment or abuse that he has alle ged. This ruling is without prejudice to plaintiff's filing of a complaint in state court that would not be subject to the amount-in-controversy requirement that applies for diversity actions that are filed in a federal court.
