For the reason stated in the attached ruling, plaintiff's motion for judgment on the pleadings (Doc. # 16 ), which I construe as a motion to reverse or remand the decision of the Commissioner, is GRANTED. The Commissioner's motion to affirm the decision of the Commissioner (Doc. # 19 ) is DENIED. The case is remanded to the Commissioner for further proceedings consistent with this opinion.
