ORDER GRANTING DEFENDANTS' MOTION TO DISMISS AND DENYING PLAINTIFFS' MOTION FOR PARTIAL SUMMARY JUDGMENT. For the reasons stated in the attached ruling, defendants' motion to dismiss (Doc. # 29 ) is GRANTED. Plaintiffs' motion for partial summary judgment (Doc. # 23 ) is DENIED in light of my grant of defendants' motion to dismiss. The Clerk of Court shall close this case. It is so ordered.
