For the reasons explained in the attached Ruling and Order, the Court DISMISSES the Amended Complaint without prejudice and GRANTS IN PART Ms. Hill's motion to appoint pro bono counsel.Given his special expertise in housing-related matters, including claims for housing discrimination under the Fair Housing Act, the Court appoints Greg J. Kirschner, Esq. of the Connecticut Fair Housing Center as counsel for Ms. Hill, for the limited purpose of investigating her claims and assisting her in filing a Second Amended Complaint. To the extent that Ms. Hill, with Mr. Kirschner's assistance, can provide the Court with additional factual information to support federal claims and demonstrate this Court's jurisdiction, she may file a Second Amended Complaint by June 7, 2019.If Ms. Hill does not file a Second Amended Complaint by June 7, 2019, this case will be closed. If the Second Amended Complaint fails to plead facts in accordance with the requirements set forth above, it will be dismissed, with prejudice. The Clerk of the Court is respectfully directed to (1) appoint Greg J. Kirschner, Esq. as pro bono counsel for Ms. Hill, for the limited purpose of investigating her claims and assisting her in filing a Second Amended Complaint; and (2) mail Ms. Hill copies of the March 5, 2019 Order and Judge Garfinkel's Recommended Ruling, along with this Ruling and Order.
