The Motion for Reconsideration, [ECF No. 7], of the notice of insufficency and the First Application to Proceed In Forma Pauperis, [ECF No. 2], are DENIED as moot. If plaintiff changes his address at any time during the litigation of this case, Local Rule 83.1(c)(2) provides that he must notify the court.
