May 26, 2020 Opinion or Order Filing 31 ORDER GRANTING MOTION TO DISMISS AND DISMISSING PETITION FOR WRIT OF HABEAS CORPUS. For the reasons explained in the accompanying ruling, the respondents' motion to dismiss (Doc. #10 ) is GRANTED, and the petition for writ of habeas corpus (Doc. #3 ) is DISMISSED without prejudice. The motion to take depositions (Doc. #13 ) is DENIED as moot. The motions to seal (Docs. #26 , #27 and #28 ) are GRANTED on the ground of compelling confidentiality reasons for which sealing is narrowly tailored. Because Griffin has not made a substantial showing of the denial of a constitutional right, see 28 U.S.C. 2253(c)(2), no certificate of appealability shall enter.
