Balancing Jane Doe's interests in privacy against "both the public interest in disclosure and any prejudice to the" opposing party, the Court grants Plaintiff's motion. See Sealed Plaintiff v. Sealed Defendant, 537 F.3d 185, 188-90 (2d Cir. 2008). Jane Doe and J.D. have shown the strength of their privacy interest as they have demonstrated the sensitive nature of their involvement, the risk of retaliation or mental harm, and J.D.'s particular vulnerability as a minor. This declaratory judgment action is a declaratory judgment action, a "purely legal" issue for which "there is an atypically weak public interest in knowing the litigants' identities". Id.
