Filing 9 RECOMMENDED RULING: For the reasons set forth in the attached Recommended Ruling, the Court respectfully recommends that the plaintiff's probate claim, her claims against the State of Connecticut, her fraud claim, and her claim under 42 U.S.C. 1983 be DISMISSED without prejudice to re-filing. If the plaintiff wishes to pursue her claims that are subject to dismissal without prejudice, she must file an amended complaint that sets forth a clear statement of his claim against each defendant, together with an explanation of the basis for each claim, on or before DECEMBER 7, 2020. Any amended complaint must comply with the Federal and Local Rules of Civil Procedure. The amended complaint must be captioned "Amended Complaint," and will completely supersede the current Complaint. Additionally, the undersigned respectfully recommends that the plaintiff's claims under 18 U.S.C. 371, 1001, 1503, 1621, 1622, 1623, 1746, 28 U.S.C. 454, misprision of felony, treason to the Constitution, and accessory after the fact be DISMISSED with prejudice as frivolous under 28 U.S.C. 1915(e)(2)(B). If the plaintiff disagrees with the recommendations in this Ruling, she must file an objection by November 30, 2020. If the plaintiff wishes to pursue this action, she must either pay the required filing fee or submit a new motion that meets all of the requirements of 28 U.S.C. 1915, including completing the financial affidavit in which she itemizes her monthly expenses, by December 7, 2020 (see also Doc.
