Plaintiff has filed a motion seeking to proceed without payment of fees and costs, which includes a sworn statement as to plaintiff's current financial circumstances. See Docs. #2 , #2 -1. Plaintiff has not been employed since the "early 2000s" and has no assets beyond $5.00 in a bank account. See Doc. #2 -1 at 3-4. Plaintiff "lives with his cousin. His cousin and family pay for rent and help him in paying phone and personal care items." Id. at 4. Plaintiff reports that his monthly expenditure on food is $194.00, paid for by "SNAP Benefits DSS CT[.]" Id. at 3-4. At this stage, such allegations are sufficient to establish that plaintiff is unable to pay the ordinary filing fees required by the Court. 28 U.S.C. 1915(a)(1).
