September 6, 2022 Filing 8 ENTERED IN ERROR: NOTICE OF INSUFFICIENCY. The plaintiff has filed a motion for leave to proceed in forma pauperis - in other words, he has asked the Court's permission to begin a civil lawsuit without pre-paying the filing fee. The plaintiff is currently detained at the New Haven Correctional Center. (See Complaint, ECF No. #1 , at 2.) When detained persons seek leave to begin a civil action in forma pauperis, the District of Connecticut requires that they complete an application form specific to the incarceration context. In this case, the plaintiff used the form for non-prisoner matters. Additionally, when detained persons seek leave to proceed in forma pauperis, 28 U.S.C. 1915 requires that they submit a certified copy of their inmate trust account statement. Here, the plaintiff did not do so.The Clerk of the Court is directed to send the plaintiff a blank copy of the "Prisoner's Application to Proceed In Forma Pauperis in a Civil Rights Action" form. The plaintiff is directed to complete and return the form, along with a certified copy of his inmate trust account statement, by September 27, 2022.The plaintiff is respectfully reminded that all of his entries on the application form must be true, correct, and complete. The court notes that the plaintiff alleged in his complaint in Lexis v. Desena, 22-cv-1066, that he owns a trucking firm and four acres of land in the Dominican Republic (Complaint, ECF No. #1 , 93, 96), but no such assets appear on his current in forma pauperis application. The court further notes that the plaintiff disclosed only two prior federal court lawsuits, but court records show that he has filed four.
