Filing 8 RECOMMENDED RULING: For the reasons set forth in the attached ruling, the Cout recommends that the plaintiff's Motion for Leave to Proceed in Forma Pauperis (Doc. No. #2 ) be GRANTED. The Court further recommends that the Complaint (Doc. No. #1 ) be DISMISSED pursuant to 28 U.S.C. 1915(e) with prejudice as against the Department of Children and Families and the Connecticut Superior Court for Juvenile Matters, and without prejudice to re-file as to any Section 1983 claim against a state actor in her individual capacity. If the plaintiff wishes to pursue any claim that is subject to dismissal without prejudice, then she must file an amended complaint that sets forth a clear statement of her claim against each defendant, together with an explanation of the basis for each claim, on or before November 30, 2022. Any amended complaint must comply with the Federal and Local Rules of Civil Procedure.
