This lawsuit by a plaintiff citizen of New York against the defendant United States of America concerns a car accident that occurred in New York. It is unclear to the Court why this case was not filed in New York rather than Connecticut. The only apparent connection to Connecticut is that one of the drivers (who is not a party) is a citizen of Connecticut and that the plaintiff's lawyer is from Connecticut.
