Filing 20 ORDER. Based on the parties' filing, ECF No. #19 , and consistent with this Court's inherent authority to manage its docket with a "view toward the efficient and expedient resolution of cases," Dietz v. Bouldin, 136 S. Ct. 1885, 1892 (2016), the Court will issue a scheduling order for briefing on a motion to dismiss this case in whole or in part on standing and other grounds, stay discovery pending a ruling on any motion to dismiss, and permit Plaintiff to renew expedited consideration of a temporary restraining order, or preliminary injunction, by a simple notice to the Court initially without further briefing in the event that enforcement action by any Defendant directly threatens the status quo. As for a briefing schedule, Defendants shall file a motion to dismiss by April 21, 2023; any response to this motion to dismiss shall be due by May 12, 2023; and any reply to an response to the motion to dismiss shall be due by May 19, 2023. As to the stay, given the issues raised as to which parties belong in this case, and consistent with this Court's inherent authority to manage its docket with a "view toward the efficient and expedient resolution of cases," Dietz, 136 S. Ct. at 1892, the most prudent course of action is to defer discovery until there is clarity on the parties in this case. Finally, as to the simple notice, the Court's statement above should be sufficient, but if the circumstances appear to arise, and the parties are unclear on how to proceed, either party or the parties jointly may move for a status conference with the Court.
