Plaintiff may not seek preliminary injunctive relief without notice to the adverse party, see Fed. R. Civ. P. 65(a)(1), or alternatively compliance with Rule 65(b). Plaintiff's application does not meet the requirements in Rule 65(b) insofar as she has not indicated any effort that notice has been given, but more to the point, provides no good cause for issuing the Temporary Restraining Order without notice.
