January 20, 2026 Opinion or Order Filing 19 ORDER TO SHOW CAUSE: The Court is in receipt of the plaintiff's complaint seeking monetary and injunctive relief, doc. no. 1, the motions for emergency medical relief, doc. nos. 11, 13, the November 13, 2025, and January 2, 2026 correspondences, doc. nos. 12, 18, motion for relief, doc. no. 16, and addendum, doc. no. 17. The plaintiff contends that he has suffered from an untreated inguinal hernia for over two years, doc no. 11, and his "hernia has distended so low, the tear in the groin has enlarged allowing unbelievable amounts of intestines to over-fill [and] overflow his scrotum causing excruciating pain[,]" doc no. 18 at 1. He also claims that "he is in desperate need of medical care [and] not having this medical care could cost him his life or a diminished life tethered to a colostomy bag." Id. The plaintiff further claims that surgery for the hernia has been delayed as a result of what he believes to be an unnecessary requirement for a colonoscopy prior to surgery. Doc. Nos. 1, 11. Thus, it is not clear whether the plaintiff's hernia has been left untreated because of his refusal to undergo this medical procedure or because the defendants have delayed his treatment. It is hereby ORDERED that defendants shall file a response to the plaintiff's Motion for Emergency Medical Relief, doc. no. 11, on or before fourteen (14) days following service, explaining why the relief prayed for should not be granted. In light of the emergent nature of the requested relief, I hereby ORDER that, as soon as practicable, the U.S. Marshals shall serve a copy of the complaint, doc no. 1, the motions for emergency medical relief, doc. nos. 11, 13, the November 13, 2025 and January 2, 2026 correspondences, doc. nos. 12, 18, the motion for relief, doc. no. 16, addendum, doc. no. 17, and this Order to Show Cause, on the Attorney General's Office located at 165 Capitol Avenue in Hartford, CT 06106. The Clerk of Court is instructed to send this Order, along with a copy of the complaint, doc. no. 1, the motions for emergency medical relief, doc. nos. 11, 13, the November 13, 2025 and January 2, 2026 correspondences, doc. nos. 12, 18, the motion for relief, doc. no. 16, and addendum, doc. no. 17, to the Assistant Attorney General's (AAG) Office and DOC at [email protected]; [email protected]; [email protected]; [email protected]; [email protected]; [email protected]. October 8, 2025 Filing 8 Notice to Counsel and Litigants Regarding AI-Assisted Research: Attorneys and pro se litigants alike should exercise great caution in submitting any AI-generated language in filings before the Court. Use of AI without verification of the accuracy of the information it generates like any other shoddy research method from other sources or tools implicates Federal Rule of Civil Procedure 11, the central purpose of which is to deter baseless filings in district court and thus to streamline the administration and procedure of the federal courts. Rule 11 applies fully to actions filed by pro se litigants.Therefore, all parties are on notice that the Court has a no-tolerance policy for any briefing (AI-assisted or not) that hallucinates legal propositions or otherwise severely misstates the law. Such filings will often result in sanctions absent reasonable excuse. See generally Willis v. U.S. Bank Nat'l Ass'n et al, No. 3:25-CV-516-BN, 2025 WL 1408897 (N.D. Tex. May 15, 2025).
