ORDER denying #24 Motion to Compel. On December 17, 2025, Plaintiff filed a Motion to Compel seeking an order enforcing a subpoena purportedly issued as to Lieutenant Sarchico, regarding a request for records from the Wallingford Police Department. See ECF No. 24. Plaintiff's Motion is DENIED without prejudice, in light of its various procedural shortcomings, to include, inter alia, the fact that Plaintiff sought to compel a response to his subpoena that, per its own terms, was not yet overdue. See ECF No. 24 at 3. For avoidance of doubt, the discovery period in this litigation has not begun, and will not begin until the Court rules on Defendants' pending Motion to Stay Discovery. ECF No. 26. To that end, though technically overdue, the parties' obligation to file a Rule 26(f) Report is likewise stayed pending the Court's resolution of the Motion to Stay Discovery. Plaintiff is admonished that notwithstanding his status as a pro se litigant, he remains obligated to comply with the applicable Federal and Local Rules. See Ezeh v. McDonald, No. 13-CV-6563 (EAW), 2016 WL 11812000, at *1 (W.D.N.Y. May 2, 2016). It is so ordered. Signed by Judge Kari A. Dooley on January 12, 2026. (Spears, A.)

ORDER granting #27 Motion for Extension of Time. Plaintiff shall respond to Defendants' #25 Motion to Dismiss and #26 Motion to Stay Discovery on or before March 10, 2026. This deadline will not be further extended. Further, the Court reminds Plaintiff that in seeking extensions of time, pursuant to Local Rule 7(b)(2), he is required to, inter alia, include a statement advising the Court "that (1) [he] has inquired of all [Defendants] and there is agreement or objection to the motion, or that (2) despite diligent effort, including making the inquiry in sufficient time to afford [Defendants] a reasonable opportunity to respond, [he] cannot ascertain the position(s) of the [Defendants]." Future failures to comply with Local Rule 7(b)(2) will result in the denial of non-compliant motions for extension of time without prejudice to refiling of a compliant motion. Signed by Judge Kari A. Dooley on January 7, 2026. (Spears, A.)

Filing 19
ORDER denying #12 Motion to Transfer; denying #15 Motion to Transfer. Plaintiff seeks to transfer the instant civil proceeding to District Judge Alvin W. Thompson, in light of Judge Thompson's familiarity with Plaintiff's prior litigation in this District. Plaintiff is not seeking recusal of the undersigned pursuant to 28 U.S.C. 144 and does not cite to any authority supporting the instant requests, or the broader notion that a litigant is entitled to the district judge of his choosing. Moreover, this Court is confident that it can adjudicate this matter impartially, notwithstanding that it has not presided over any of Plaintiff's prior cases. Accordingly, Plaintiff's Motions to Transfer are DENIED. It is so ordered. Signed by Judge Kari A. Dooley on November 12, 2025. (Spears, A.)

Notice to Counsel and Litigants Regarding AI-Assisted Research: Attorneys and pro se litigants alike should exercise great caution in submitting any AI-generated language in filings before the Court. Use of AI without verification of the accuracy of the information it generates like any other shoddy research method from other sources or tools implicates Federal Rule of Civil Procedure 11, the central purpose of which is to deter baseless filings in district court and thus to streamline the administration and procedure of the federal courts. Rule 11 applies fully to actions filed by pro se litigants. Therefore, all parties are on notice that the Court has a no-tolerance policy for any briefing (AI-assisted or not) that hallucinates legal propositions or otherwise severely misstates the law. Such filings will often result in sanctions absent reasonable excuse. See generally Willis v. U.S. Bank Nat'l Ass'n et al, No. 3:25-CV-516-BN, 2025 WL 1408897 (N.D. Tex. May 15, 2025).
