The Court certifies the plaintiffs' proposed class pursuant to RCFC 23; designates William King, Stephen Dardz inski, and Anthony Gugliuzza as representatives of the class; and appoints Messing & Spector LLP and Schneider Wallace Cottrell Konecky LLP as class counsel.
