ORDER dismissing re #1 Complaint without prejudice under 28 U.S.C. 1915A (b) (1) with an opportunity to amend. Plaintiff shall file an amended complaint by May 6, 2020. Failure to do so will cause the Court to dismiss this case without further notice. Plaintiff's Motion to proceed in forma pauperis (Doc. #2) is DENIED without prejudice and his Motion to Proceed Without Fees (Doc. #5) is DENIED as moot. If Plaintiff files an amended complaint, he must either (a) pay the $400.00 filing fee, or (b) move to proceed in forma pauperis when he files his amended complaint.
