ENDORSED ORDER. Gerhard Witte--a federal prisoner in Indiana--filed an Affidavit (Doc. #1) that includes vague claims of potential harm. The Court opened this case and entered a standing order to alert appropriate officials of Witte's claims. However, the Affidavit is not a complaint and thus cannot commence a civil action. See Fed. R. Civ. P. 3. The Clerk therefore is DIRECTED to close this case.
