ENDORSED ORDER. Marquise Haynes sent the Court a handwritten letter (Doc. #1). The letter is not a complaint and thus cannot commence a civil action. See Fed. R. Civ. P. 3. The Clerk is DIRECTED to terminate any deadlines and close this case. Haynes' letter indicates he intends to file a lawsuit over the conditions of his confinement in Martin Correctional Institution. The proper venue for such a suit would be the Fort Pearce Division of the Southern District of Florida. See 28 U.S.C. 1391(b). Haynes may commence a civil action by filing a complaint in that court.
