ORDER dismissing case without prejudice. Dely did not properly initiate a civil action in this Court. To the extent Dely seeks to file a civil rights suit under 42 U.S.C. 1983, he is advised that the Court has approved the use of a complaint form for cases filed by prisoners under 1983. L.R. 6.04(a). Dely may pursue a new case by filing a proper complaint--not using this case number--and include the filing fee or motion to proceed in forma pauperis. The Clerk is DIRECTED to provide Dely a blank 42 U.S.C. 1983 prisoner complaint form.
