For the reasons more fully explained herein, the Magistrate Judge recommends that the District Judge DENY Plaintiffs' Motion for Leave to File Second Amended Complaint. [Dkt. #84.] The Magistrate Judge also recommends that the proposed Second Amended Complaint and the exhibits filed in support of the Motion for Leave REMAIN UNDER SEAL because they will not be considered by the Court and therefore will not "influence or underpin" a decision by the Court.
