ENDORSED ORDER: Plaintiff, an inmate at Florida State Prison, filed a document #1, asking the Court to appoint counsel for the Emergency Injunction Motion he submitted in Case No. 6:26-cv-1781-CEM-NWH (M.D. Fla. Aug. 6, 2026). Plaintiff's request #1 is moot because the Orlando case was dismissed as frivolous and for failure to state a claim on August 18, 2026. To the extent Plaintiff attempts to file a new action in the Jacksonville Division, his filing #1 does not constitute a proper complaint, does not include all the information required by the court-approved civil rights complaint form, and cannot commence a civil action. See Fed. R. Civ. P. 3 ("A civil action is commenced by filing a complaint with the court."); see also Local Rule 6.04(a) ("A pro se person in custody must use the standard form[.]"). Additionally, to the extent Plaintiff alleges he is a victim of electro-magnetic abuse, mind-reading, and related terrorist attacks by white supremacists, his allegations are frivolous.
