June 22, 2026 Opinion or Order Filing 5 ENDORSED ORDER denying #1 Emergency Motion for Temporary Restraining Order. Plaintiff has failed to file a complaint underlying the Emergency motion for Temporary Restraining Order. The Court is thus without jurisdiction to award the relief sought. See Alabama v. U.S. Army Corps of Eng'rs, 424 F.3d 1117, 1128 (11th Cir. 2005) ("[A]n injunction in the traditional sense must be an order that gives some or all of the substantive relief sought in the complaint."); see also Powell v. Rios, 241 F. App'x 500, 505 n. 4 (10th Cir. 2007) ("Absent a properly-filed complaint, a court lacks power to issue preliminary injunctive relief."). Further, should Plaintiff re-file his Motion with a procedurally proper complaint, he must show why this case should proceed notwithstanding the Younger abstention doctrine, which "espouse[s] a strong federal policy against federal-court interference with pending state judicial proceedings absent extraordinary circumstances."
