January 17, 2024 Opinion or Order Filing 3 ORDER- Petitioner is notified that, for the reasons explained, the Court intends to summarily DISMISS Grounds Two, Three, and Four of the Petition. If Petitioner desires to proceed in this action with any grounds for relief other than Ground One of the Petition, he must file an Amended 2254 Petition that complies with the Rules Governing Section 2254 Cases In the United States District Courts on or before February 7, 2024. Petitioner is cautioned that he filed this Petition under 2254, and the Petition is subject to the one-year federal limitations period and the successive-petition bar applicable to such petitions. The Motion to Proceed In Forma Pauperis (Doc. 2) is DENIED without prejudice. If Petitioner desires to proceed in this action, he must either (1) pay the filing fee, or (2) file a completed motion to proceed in forma pauperis that includes the required financial certificate on or before February 7, 2024. Petitioner's failure to timely comply with this Order or to explain noncompliance will result in the dismissal of this action without further notice.
