ENDORSED ORDER denying Plaintiff's renewed pro se motion for a temporary restraining order and preliminary injunction (Dkt. #15). (See also Dkt. #16.) The motion still violates the Local Rules. (See Dkts. #11, 13.) Further, for the reasons explained in the magistrate judge's report and recommendation (Dkt. #14), Plaintiff has not demonstrated a substantial likelihood of success on the merits. See Gissendaner v. Ga. Dep't of Corr., 779 F.3d 1275, 1280 (11th Cir. 2015) (explaining that the party moving for the temporary restraining order or similar preliminary injunctive relief must establish a substantial likelihood of success on the merits); Fla. Immigrant Coal. v. Uthmeier, 778 F. Supp. 3d 1315, 1320 (S.D. Fla. 2025) (same). ENDORSED ORDER denying #11 Plaintiff's pro se motion for a temporary restraining order and preliminary injunction. The motion violates the Local Rules (available at the court's https://www.flmd.uscourts.gov/sites/flmd/files/flmd-amended-local-rules-effective-november-01-2025.pdf webpage). For example, the motion does not fully comply with Local Rule 1.08, which sets the typography requirements for all filings in this case. Further, Local Rule 3.01(b) requires any motion to include a legal memorandum, and "[v]iolations of this rule are found where," as here, "motions are inappropriately short and lack any legal support for the movant's arguments," Vega v. Geico Gen. Ins. Co., No. 8:21-cv-1450-MSS-AAS, 2022 WL 1081565, at *2, 2022 U.S. Dist. LEXIS 66715, at *4 (M.D. Fla. Apr. 11, 2022). Although courts "give liberal construction" to pro se filings, Albra v. Advan, Inc., 490 F.3d 826, 829 (11th Cir. 2007), pro se parties like Plaintiff still must follow procedural rules, including the Local Rules, see Loren v. Sasser, 309 F.3d 1296, 1304 (11th Cir. 2002). Because this order resolves a motion for a temporary restraining order, Plaintiff shall comply with Local Rule 6.01(c) by immediately serving on Defendants this order as well as the documents listed in the rule. Plaintiff may submit another motion for a temporary restraining order and preliminary injunction after Plaintiff files a notice with the court showing that the service required under Local Rule 6.01(c) has been effected; however, any such motion shall fully satisfy the Local Rules.
