Among the exhibits to Respondents' brief in opposition to the petition seeking a writ of habeas corpus and the motion requesting a preliminary injunction is a Department of Homeland Security document titled Record of Deportable/Inadmissible Alien. (See Dkt. #12-1). According to the document, Respondents have issued an arrest warrant and a notice to appear for Petitioner. (See id. ("Disposition: Warrant of Arrest/Notice to Appear").) Respondents have not filed either document in this case. By noon on February 20, 2026, Respondents must file the arrest warrant and notice to appear, as well as any other documents showing that they have commenced removal proceedings against Petitioner.
