Plaintiff's claims against Defendants Kendrick and Cardin in their in dividual capacities are DISMISSED. Plaintiff's claims against Defendant Lakeland Police Department are DISMISSED WITH PREJUDICE. Plaintiff is granted leave to file a Second Amended Complaint within FOURTEEN (14) DAYS from the date of this Order, which cures the deficiencies discussed in this Order.
