In sum, th e Magistrate Judge applied the correct standards in assessing whether Defendants are entitled to fees as a sanction under Rule 11, under 28 U.S.C. § 1927 or 31 U.S.C. § 3730(d)(4) and his recommendation is not clearly erroneous.
