The Amended Complaint (Doc. # 37 ) is DISMISSED WITHOUT PREJUDICE and I.C. is granted leave to amend. I.C. may file a second amended complaint by August 3, 2017. If I.C. elects to file a second amended complaint, he may not add new causes of action; rather, he should focus on Count VIII's deficiencies as addressed herein.
