Plaintiff filed this law suit in order to emplace or perfect an "Intent to Sue" for a future law suit to be brought against the local state prosecutor. There may be some requirement for an "Intent to Sue" or prior notice to be served prior to suing state officers. But this Court is not the vessel for that notice to be filed or perfected - that would be at a state office if such requirement exists. The complaint is nonjusticiable here.
