ORDER granting #6 Motion to Appoint Counsel. The Office of the Capital Collateral Regional Counsel - Middle is appointed to represent Covington nunc pro tunc to August 25, 2022. No later than MONDAY, FEBRUARY 6, 2023, Covington must (1) file a memorandum of law supporting each ground and (2) submit under seal and ex parte both a request for payment for services already rendered and a proposed budget for future services and costs, including a request for anticipated experts (if reasonably necessary). The clerk must send a copy of this order and the application to the respondent, including the Attorney General of Florida. After counsel for Covington files his memorandum of law, the respondent has SIXTY DAYS to file a motion that complies with this order.
