ORDER directing the clerk to send Nicotra's paper (Doc. 1) to the Attorney General, who, within FOURTEEN DAYS, must report to this court on the circumstances (asserted in Nicotra's motion and any other pertinent circumstances). The required report from the Attorney General is not an appearance in this action on behalf of any defendant, any other person, or any entity. Further, the clerk must send to Nicotra both a civil rights complaint form and a "Prisoner Consent and Financial Certificate" form. Not later than MONDAY, JULY 31, 2023, Nicotra must return a proper civil rights complaint and either file a fully completed "Prisoner Consent and Financial Certificate" form (if Nicotra desires to proceed as a pauper and incur the pauper's filing fee of $350) or pay the $402.00 filing fee (if Nicotra does not proceed as a pauper).
