It appears that venue was proper at the outset of the case because the then-defendant USAA did business in Hillsborough County. None of the parties are domiciled in the Ocala Division (nor Tampa Division) and other than a reporting police officer perhaps, it appears at this juncture that the sentient witnesses are all domiciled out of state. If this case were devoid of venue at the initial filing, the motion would likely be granted. But given the current posture, the better view under 28 U.S.C. 1404 is to permit present venue to lie.
