ENDORSED ORDER: The plaintiff's #7 Motion to Reopen Case is DENIED. Under Rule 60(b), a court may grant relief from a judgment for "mistake, inadvertence," or "excusable neglect," Fed. R. Civ. P. 60(b)(1). The plaintiff moves to reopen "on the basis of excusable neglect" but does not explain why he failed to pay the filing fee or move to proceed In Forma Pauperis. (Doc. 7) at 1-2. He also explains that there is evidence of one of the defendant's "bad faith" and the "inconsistent application of correct law" to his claims but does not explain the relevancy of those reasons to Rule 60(b).
