ENDORSED ORDER denying #18 Plaintiff's Renewed Motion for Permission to Register as Non-Attorney Electronic Filer. Plaintiff still fails to establish that he is entitled to an exemption to the general rule that pro se litigants must file paper documents with the Court. See Ogilvie v. Millsaps, 2015 WL 6688343, at *1 (M.D. Fla. Oct. 30, 2015) (observing that a pro se litigant seeking CM/ECF access must "demonstrate[ ] that an exemption [to the general rule] is necessary to avoid unreasonable burdens and to promote access to information"). Plaintiff's desire for a more efficient and quicker dispatch and receipt of his filings does not justify an exception to the general rule. See Sheets v. Pribble, 2025 WL 2106679, at *1 (M.D. Fla. July 28, 2025) (noting that "administrative efficiency" is a consideration that is left to a court's discretion). Furthermore, the Court is not persuaded by Plaintiff's claim that his financial difficulties necessitate CM/ECF access, especially since his motion to proceed in forma pauperis is still pending (#2). See Webb v. Fla. Dep't of Educ., 2025 WL 2652898, at *1 (M.D. Fla. Sept. 16, 2025) (finding that a "plaintiff's application to proceed in forma pauperis remain[ed] pending" weighed against granting "access to the court's electronic filing system" based on "alleged indigency").
