Palm Beach Cnty. Sheriff's Off., 792 F.3d 1313, 1324 (11th Cir. 2015); see also Fed. R. Civ. P. 8(a)(2) ("A pleading that states a claim for relief must contain a short and plain statement of the claim showing that the pleader is entitled to relief." (emphasis added)). The complaint is still "replete with conclusory, vague, and immaterial facts not obviously connected to any particular cause of action." See id. at 1322. It also fails to separate "into a different count each cause of action or claim for relief," and it asserts "multiple claims against multiple defendants without specifying which of the defendants are responsible for which acts or omissions, or which of the defendants the claim is brought against." See id. at 1323. Accordingly, the plaintiff's #10, #11 Second Amended Complaint is DISMISSED, and the plaintiff is granted leave to amend his complaint no later than October 15, 2025. In the light of the complaint's dismissal, the plaintiff's #3 Motion for Judge to have Federal Marshals perform Service of Process and #5 Motion to Expedite Marshals Service to Serve Summons, Complaint and Films to Defendant are both DENIED AS MOOT. To the extent that the plaintiff requests CM/ECF access, see (Doc. #5) at 3, that motion is DENIED. The Court declines to grant an exception to the general rule that pro se litigants must file paper documents with the Court because the defendant has failed to "demonstrate[] that an exemption is necessary to avoid unreasonable burdens and to promote access to information."
