ENDORSED ORDER denying #5 Motion to Proceed In Forma Pauperis. The Court, pursuant to 28 U.S.C. 1915, has dismissed Plaintiff's complaint for failure to state a claim. Doc. 2. The Court further found that, because a "carefully drafted complaint could not state a claim against the Defendants," Plaintiff would not be given the chance to amend his complaint. Id. Thus, the Court closed this case. Id. Later, the Court explained to Plaintiff that, "If McCoy intends to sue a new defendant for federal civil rights violations, he must sue the new defendant in a new complaint filed in a new action." Doc. 4. For these reasons, Plaintiff may no longer proceed in the present case, with, or without, paying the filing fee. Signed by Magistrate Judge Natalie Hirt Adams on 11/5/2025. (Adams, Natalie)
