ENDORSED ORDER: Plaintiff, a Florida prisoner, initiated this action by filing #1 a two-page, handwritten document. In it, Plaintiff appears to allege that a member of the Manatee County Sheriff's Office engaged in various forms of misconduct. The document is not a complaint and thus cannot commence a civil action. See Fed. R. Civ. P. 3. Accordingly, the Clerk is directed to close this case and send Plaintiff a civil-rights complaint form.
