ENDORSED ORDER: Upon review, the Court finds that the Plaintiff's Complaint (Doc. #1) constitutes an impermissible shotgun pleading. See Weiland v. Palm Beach Cnty. Sheriff's Off., 792 F.3d 1313, 1324 (11th Cir. 2015). The complaint alleges in "conclusory" and "vague" fashion that portions of Titles 18, 28, and 42 of the United States Code, the First, Fourth, Fifth, Sixth, Seventh, Eighth, Thirteenth, and Fourteenth Amendments to the Constitution, a myriad of statutes under Illinois and Florida law, and the Magna Carta entitle the plaintiff to relief. Id. at 1322. Yet at no point does the complaint ever connect the few non-conclusory factual allegations and photographs to "any particular cause of action." Id. At the same time, the complaint's one hundred and six pages lack sufficient specificity to discern "which allegations of fact are intended to support which claim(s) for relief." See Anderson v. Dist. Bd. of Trs. of Cent. Fla. Cmty. Coll. , 77 F.3d 364, 366 (11th Cir. 1996). Beyond that, although the complaint places a few claims within separate counts, most of the claims are wrongly lumped together. Weiland, 792 F.3d at 1322-23 ("The third type of shotgun pleading is one that commits the sin of not separating into a different count each cause of action or claim for relief."). Last, the complaint "assert[s] multiple claims against multiple defendants without specifying which of the defendants are responsible for which acts or omissions, or which of the defendants the claim is brought against." Id. at 1323. This multitude of defects impermissibly prevents the complaint from "giv[ing] the defendants adequate notice of the claims against them and the grounds upon which each claim rests." Id. Accordingly, the complaint is DISMISSED without prejudice, and the plaintiff is granted leave to amend his complaint no later than September 14, 2026. The plaintiff's motion to proceed in forma pauperis and to become an E-filer (Docs. #4 and #5) are DENIED without prejudice as moot. If the plaintiff fails to amend the complaint or submits another shotgun pleading, this action will be dismissed without prejudice without further notice. Should the plaintiff amend, he must ensure that the paragraph numbering is continuous throughout the complaint, see Fed. R. Civ.
