The Court will DEFER ruling on Plaintiff's third motion to proceed in forma pauperis (ECF Doc. #10 ) to allow Plaintiff an opportunity to provide an executed financial certificate and a statement of his inmate account for the 6-month period preceding the filing of the complaint.
